COP (Conference of the Parties to the UNFCCC)

Founded: 1995, in Berlin, Germany, following the establishment of the United Nations Framework Convention on Climate Change (UNFCCC) at the 1992 Earth Summit in Rio de Janeiro.
Development: COP evolved into an annual event where world leaders and climate scientists negotiated climate action. Key milestones included the Kyoto Protocol (1997) and the Paris Agreement (2015).
By 2035: Despite ambitious targets, COP faced increasing criticism for its inability to enforce meaningful global change. Corporate lobbying and nation-state rivalries undermined efforts, leaving it viewed as a toothless bureaucratic event.

WEF (World Economic Forum)

Founded: 1971, by Klaus Schwab, as a nonprofit organization to improve economic and political cooperation.
Development: The WEF transitioned from a business forum to a global think tank, championing initiatives like The Great Reset (2020)—an ambitious vision for rebuilding society post-COVID-19 by integrating sustainability, technology, and equity.
By 2035: Public skepticism toward the WEF grew due to its elitist reputation and alleged “corporate takeover” of democracy. Critics labeled it the architect of a surveillance-capitalist world order.

WHO (World Health Organization)

Founded: 1948, as the United Nations’ specialized agency for international public health.
Development: From eradicating smallpox to managing pandemics like COVID-19, the WHO became a critical global player in health crises but faced backlash over perceived inefficiencies and influence from private donors.
By 2035: Trust in the WHO eroded in the wake of the COVID-19 pandemic, particularly in developing nations, where health equity remained elusive.

WFP (United Nations World Food Programme)

Founded: 1961, as the food-assistance branch of the UN, initially responding to famine and food insecurity.
Development: The WFP evolved into the largest humanitarian organization, supplying emergency food aid globally and engaging in agricultural sustainability programs.
By 2035: Despite its successes, the WFP struggled with funding shortfalls and accusations of inefficiency. Food insecurity worsened as climate change disrupted agriculture.

UCCI (Formation of the United Carbon Capture Initiative)

Architects: COP, WEF, WHO, and WFP formally merged in 2040 under the leadership of an unelected conglomerate of technocrats and corporate executives. The entity was dubbed the United Carbon Capture Initiative (UCCI).
Public Mandate: The UCCI was marketed as the savior of humanity—a unifying force to end climate change, ensure food security, and deliver health equity.

Key Political Manoeuvres Empowering the UCCI

Economic Collapse as Leverage: A global recession in 2037 left nations desperate for solutions. The WEF leveraged its financial influence to broker the merger, promising economic stability.
COP’s Scientific Authority: COP’s established credibility in climate science provided the UCCI with legitimacy, even as critics were silenced through legal and financial suppression.
WHO’s Health Emergency Powers: Using lingering health crises as justification, the WHO granted the UCCI authority to enforce drastic environmental interventions, claiming it was necessary to avoid “climate-induced pandemics.”
WFP’s Control Over Food Aid: The WFP played a critical role by integrating synthetic food production into its distribution channels, normalizing reliance on lab-grown sustenance.

The Dystopian Reality (2040 and Beyond): Life Under the UCCI

Carbon Drought: By 2050, UCCI’s policies had reduced CO₂ levels to catastrophic lows, triggering widespread agricultural collapse. Natural ecosystems, dependent on plant life, crumbled.
Complete Control: With UCCI controlling the atmosphere resistance became futile. The organization monitored populations through biometric food credits, ensuring compliance.

Resistance Movements

Eco-Insurgencies: Underground groups of scientists, farmers, and rebels worked to reintroduce CO₂ into the atmosphere, using clandestine methods to ignite wildfires and release stored carbon.
Information Wars: Hackers infiltrated UCCI’s systems, exposing the organization’s agenda, leading to public uprisings.
The Hope of Green Vaults: Hidden seed vaults and atmospheric CO₂ reserves were the last hope for restoring Earth’s natural balance.
